The building consolidated criminal, civil and family jurisdictions under one roof, replacing the city's earlier Shirehall court venue near Norwich Castle, which had served as the city's main criminal court for over a century. Today, the Combined Court Centre operates multiple courtrooms used flexibly for Crown Court trials, civil claims, family proceedings and adoption matters.

The Law Courts on Bishopgate are easily accessible by rail, bus, bicycle and on foot. There is no on-site public parking at the court, but paid parking is available within 500 metres at St Helen’s Wharf (17 Bishopgate, NR3 1RZ) and Magdalen Car Park (St Saviours Lane, NR3 1SP). Two on-site spaces are reserved for Blue Badge holders and must be booked in advance by contacting the court. Cycle racks are available outside the building.
